Every tourist coming into Mali needs a valid visa and needs to bring their yellow Who vaccination card with them, including proof of Yellow Fever vaccination.
Visas must be obtained before your journey, and you may be refused entry upon your arrival without a visa.
Please check with the Malian Embassy in your country of residence for visa types and prices, but at last report (February 2006) a tourist visa for an American was $100.
